Why your tap water smells like a swimming pool.
It is the disinfectant, not a fault, and across most of our service area it is chloramine, which ordinary carbon filters barely touch. There is also one month a year when it gets noticeably worse.

Why does my tap water smell like chlorine?
Because municipal water has to arrive disinfected. Across most of Dallas-Fort Worth that disinfectant is chloramine, chlorine bound to ammonia, chosen because it lasts longer in the distribution network. The smell is strongest in hot showers, where the disinfectant leaves solution as vapour.
Chloramine is not the same as chlorine.
Free chlorine dissipates relatively quickly, which is why a jug of water left standing loses its smell. Chloramine is deliberately more stable, because the point is for a residual to survive all the way to the furthest tap on the network. That stability is also why it survives a standard granular carbon filter at normal household flow rates.
Catalytic carbon accelerates the reaction that breaks chloramine down, which is why it is the specification for chloramine supply. This is the single most common reason a homeowner installs filtration, notices no difference, and concludes filtration does not work.

The spring chlorine month.
The North Texas Municipal Water District runs an annual maintenance period during which it switches from chloramine to free chlorine for roughly a month. Taste and odor complaints across the Collin County cities rise while it runs. The City of Allen acknowledges the switch on its own water quality page, which makes it a documented municipal cause rather than a seasonal rumour.
Catalytic media holds through the switch. Standard carbon generally does not, which is why the complaint peaks in exactly the households that thought they had already solved it.

| City | Supplier | Disinfectant context |
|---|---|---|
| Plano | NTMWD wholesale | Chloramine, with the annual free-chlorine maintenance month |
| Frisco | NTMWD wholesale | Chloramine, with the annual free-chlorine maintenance month |
| Allen | NTMWD wholesale | Chloramine; the city acknowledges the switch on its own page |
| Fort Worth | City of Fort Worth Water | Chloramine, 2.0 mg/L minimum residual stated in the 2021 report |
| Southlake | 100% Fort Worth | Chloramine, inherited from the Fort Worth supply |
| Grapevine | Own system | Chloramine reported at about 2.65 ppm against a 4.0 ppm goal |
| Melissa | Two NTMWD plants + own well | Chloramine reported around 2.28 ppm average, 3.45 ppm highest single result |
| Dallas | Dallas Water Utilities | Free chlorine, not chloramine, residual reported averaging 2.97 ppm |
| Mansfield | City-run plant | Chlorine-based, with granular activated carbon in the process |
One city where the cause is different.
Mansfield treats its own surface water with granular activated carbon and publicly acknowledges seasonal algae-driven taste and odor events that exceed what that media can remove. If your complaint there is an earthy taste rather than a pool smell, that is the reason, and it is a recurring seasonal event rather than a fault.

Answered before you ask.
Will a filter jug fix the chlorine smell?
It will improve the taste of the water you pour through it, and it does nothing at all for the shower, which is where most people notice the smell most strongly. The smell in a hot shower is disinfectant leaving solution as vapour, and only treatment at the point of entry addresses it.
Is chloramine in tap water harmful?
It is used because it is an effective disinfectant that meets regulatory requirements, and utilities report residual levels in their annual water quality reports. The complaint it generates is taste, smell and skin comfort rather than a compliance issue.
When exactly is the spring chlorine month?
NTMWD schedules the maintenance period annually and announces the dates each year. The district and several member cities publish it, so the current window is worth checking against your city’s water quality page rather than assuming a fixed month.
